Investigation of workplace accidents to be a statutory task of TVK

The Finnish Workers’ Compensation Center (TVK) has a long tradition in investigating workplace accidents. Operations began in 1971. Over the years, 955 accidents have been investigated, in which 1060 people have died, and dozens of others have been injured.

With the legislative reform that entered into force at the beginning of 2025, this activity, which was previously based on agreements and the policies of TVK’s Board of Directors, became TVK’s statutory task.

The ultimate purpose of workplace accident investigations is to support workplaces and develop occupational safety by producing in-depth expert information on accidents that have occurred and by using this information to have a broad impact on our society. The investigation examines the events and causal factors that led to the accident and presents recommendations for the development of occupational safety based on them.

TVK will launch an investigation into all fatal cases involving employees, entrepreneurs, farmers and grant recipients that can be interpreted as occupational accidents based on initial information. However, not all these cases are investigated in detail. Only cases that meet specific criteria are investigated according to a defined process. On the other hand, investigations may also be conducted into less serious than fatal accidents, or even occupational diseases, if such investigations can yield significant information on occupational safety.

When assessing the grounds for investigating an individual case, attention is paid not only to the seriousness and nature of the case, but also to whether the investigation can provide significant and useful additional information for the prevention of similar accidents and the promotion of general occupational safety.

Cases will be investigated in detail

  • which represent new risks and/or growth sectors,
  • which could have led to a major accident
  • which are not investigated by other parties, at least not comprehensively enough.

Based on the revised legislation, TVK has extensive access to and processing rights to all information necessary for investigations from, for example, the police, rescue authorities and occupational safety and health authorities. ●
