European Forum 2025 Luxembourg: Accident Prevention and Insurance in Evolving Work Environments

In recent years, working environments across Europe have changed rapidly. The emergence of new forms of work, the accelerated development of artificial intelligence, and the growing focus on mental health and well-being are transforming not only where and how people work, but also how prevention and accident insurance must be addressed in the future.

In June 2025, the European Forum gathered in Luxembourg to address these developments under the theme Accident Prevention and Insurance in Evolving Work Environments. Over three days, participants engaged in exchange, discussion, and a shared commitment to the future of safe and healthy work.

Artificial intelligence is becoming an integral part of working life. The European Union’s AI Act offers a clear framework for its use, yet technology alone cannot ensure safe workplaces. Innovation must serve people, and prevention strategies must remain adaptable to respond swiftly to new and emerging risks.

Mental health is now clearly recognised as an essential part of occupational health and safety. While new forms of work can offer greater autonomy, they also bring challenges and greater mental strain. Effective strategies are crucial to protect the well-being of all workers, regardless of sector or employment type.

Automation, climate change, demographic shifts, and the rise of the platform economy are reshaping work environments and creating new challenges. While automation can reduce human exposure to dangerous tasks, it also brings new risks that demand updated safety measures. Climate change affects workplace safety through extreme heat, severe weather, and other environmental hazards, while demographic changes demand prevention measures that meet the needs of all generations in the workforce. The platform economy, with its flexible but often precarious work arrangements, raises new questions about accountability and protection. Each of these trends calls for a targeted prevention strategy to ensure safety and well-being.

At the heart of all these discussions lies one shared goal: VISION ZERO, the ambition to eliminate accidents at work and occupational diseases. Achieving this vision requires strong leadership, active participation, and sustained cooperation among all stakeholders.

The Luxembourg conference reaffirmed that prevention and accident insurance in Europe must adapt to meet the demands of a changing world of work. Through collaboration, commitment, and the exchange of knowledge, the European Forum continues to actively improve the situation of workers across the continent. ●
